How do I delete base expansion and mission progress data?

Answer
Ensure that you are signed in to the correct PlayStation™Network or Xbox Live ID, then delete your save data and start a new game. This will cause your previous base/mission data to be overwritten.
*Territorial waters you have purchased will remain usable, so there is no need to purchase them again.
